Secondary Storage is mounted manually on the Management Server only when you deploy the System VM Template, either during initial deployment, or suring upgrades.
The Host will auto mount secondary storage when it needs to copy a template to Primary Storage, it will then auto un-mount secondary storage. You will not see this in XenCenter, but can monitor it from the file system.
