Thank you for your reply,i tried 64-bit win8 ISO later,and it works!(by the 
way,install win8 will take much longer than old windows OS).
I think this is a KVM problem as well,maybe because KVM's qume CPU can't 
support some function like 'cpu cache..',and this function is supported by 
physical CPU and is required by win8 32bit.
As my KVM runs on 64bit Ubuntu OS,i should choose 64bit OSs to install in my 
KVM VMs,i will remember this:D

I don't believe this is a cloudstack issue. But really a KVM functionality 
issue.
try straight up libvirt/KVM .
