@Daan - that's exactly the issue we are seeing in 4.2.1 @Ahmed - I agree it's not fully fixed in 4.3 as system VMs are deploying (and running) in the 2nd Zone even though the system VM template is still downloading to sec storage in the 2nd zone

Templates are being copied from a random secstor, even one that isn't reachable from the zone. Sounds like somewhat related. This occurs when using a global template from a zone/host that doesn't haven't the template in it's primary storage yet.
