Can't find the configuration parameters "use.local.storage" in global settings

I want to use local storage for VMs in CS 4.2.1， but I can't find the 
configuration parameters "use.local.storage" in global settings, there is only 
the "system.vm.use.local.storage" . Anybody know why?
