Yes. What tuna is doing is building support for launching Docker containers via 
the CloudStack API. This is a project to run CloudStack management services 
inside Docker containers.

Eventually this may even include a Vagrantfile to launch a KVM or XenServer VM 
and build a micro devcloud that's easier to get up and running.
