When I go to the Accounts> Click on User > View Users > Hover over '+' in 
Quick View Column the Change Password option is displayed in the pop-up.

Ok, when in the details of the account, click the link "View Users" and 
then you can change the password, let me know if that did it for you

I have no LDAP authentication configured, it was not there already right 
after a clean install
