This possibly depend on your particular network setup (public, management, 
private, etc.).  In my particular case, I consistently see the SSVM boot up 
with an incorrect default route that prevented the SSVM to reach Internet 
(download.cloud.com).  And there is a racing condition from time to time that 
will cause the cents template to be downloaded halfway, and then the routing 
table changed, causing it to never complete. 

In either case, my solution is to log into SSVM via its link local interface, 
delete the stale route entry, and after a while the download would begin and 
complete.  In the after case, to prevent the stale route entry get injected 
while download is in progress, I had to preemptively and manually keep on 
monitoring the route table and delete it as the stale entry gets injected.

I would say this is a bug in the SSVM route table update code, and it is 
dependent on the network setup.  I plan to look into it later but have not 
gotten to it yet.
