I executed these scripts and I double checked it, that they have been
executed. But it didn't help.

Your advice made me think a different way:
Why is there no tomcat process running nor there is anyone listening on
port 8080 (netstat -an | grep 8080).
Hmmm.

I run  "cloudstack-setup-management" again and rebooted the machine
another time.

Puff - MAGIC - there it is.
It's not fast, but this is due to the Sempron 3600+ CPU and the only 4
GB RAM on my management server PC.

Now I can log in! :-D
