Hi Hollman,It seems that management server can't apply dhcp entry on your 
virtual router. I guess management server doesn't use valid ssh keys for 
logging in to virtual router so it can apply dhcp entry.You can test this by 
logging in to you XenServer then execute following command  "ssh -i 
/opt/xensource/bin/id_rsa -p 3922 root@privateIP_or_LinkLocalIpofVR", or "ssh 
-i /root/.ssh/id_rsa.cloud -p 3922 root@LinkLocal" on  XenServer.If you can 
login to Virtual Router successfully then you should think about other reasons 
of the problem. If not, you should reinject valid ssh key in your systemvm.iso 
and rebuild your system vms. you can learn how to do this

(In above link path of injectkeys.sh maybe wrong, search your management server
