I am sorry, I am not familiar with "hostbill" but a quick look up on the internet tells me that this is a billing software module that would, I guess, consume raw usage data from ACS (of course via ACS API).
So if I understand it correct, you say you are trying to create a VM via a hostbill API call? Irrespective of whether above is true or not, I believe the create VM is eventually being executed by ACS. If that's the case then it would help looking up the management-server.log (and/or apilog.log) to get more details of what is failing.
