Yes, you can run agent as Administrator account.

All the permission required are listed in preparation checklist for Hyper-V 
which I have sent earlier. For more details on permission requirements you can 
refer Hyper-V documentation(microsoft documentation).

You can verify whether you have all the required permissions by launching VM 
from account( with which you are running CloudStack Hyper-V Agent) on Hyper-V 
host using the vhd template which gets copied to primary storage.

In above step CloudStack is not involved. You have to perform above step using 
Hyper-V Manager.
