Cool, Then you basically need just stop all the VMS which use public IPS, namely VRs and System VMS.
Stop all VMs and this will cause the VRs to also stop. To stop system VMs you need to disable the zone first or they will just keep restarting. So disable the zone then destroy the system VMs. Now you have two options, modify the VLAN in the DB, or remove the existing public IP range and then add it back in using the new VLAN.
