CloudStack 4.3.2 was released in January 2015, so I would say it was included. https://blogs.apache.org/cloudstack/entry/announce_announcing_apache_cloudstack_4 Since XenServer itself is handling HA on the pool, I'd say you can safely run 'xe pool-designate-new-master' to elect a new master. CloudStack will pick this up automatically.
