I don't believe regions use a shared database.  Rather you have a
management server/cluster with a dedicated database for each region,
then they're linked up to communicate with each other.

As far as I know regions are basically broken right now as a turnkey
solution since account/domain data is not synced by default.  So any
changes made to passwords, API keys, etc. in one region will not be
automatically updated in other regions.  There was some work being
done to implement this functionality and thus make regions useful, but
it got stalled due to some implementation agreements:

I THINK most people with multi-site deployments are currently using a
single management server/cluster, and just linking remote zones via
VPN/tunneling/MPLS/whatever.  There are probably some people using
unofficial scripts/procedures for syncing account/domain metadata as
well, but I haven't seen a production implementation of that
documented anywhere.
