I had already open an issue in JIRA (CLOUDSTACK-9089) for this problem, but I'm using version 4.5.2.
When we configure the static route using either the UI or cloudmonkey, everything seems right, but the route is not activated in VR. I needed to access the VR console and configure the static route manually.
