Hi Simon,
We have restore the database from 4.9 to 4.5.2 and the upgrade process
started to run again and now everything is working. You were right,
probably some error during the upgrade process that we didn't see.

Did any SQL modifications fail during the upgrade process? The SQL
upgrade takes place upon the first start of the management server post
upgrade.
