Since you're running an older ACS 4.8.x version, the rolling restart VPC code does not apply for you. Performing restart of a vpc network (tier, and when cleanup is not selected) will not restart the VPC VR but only re-apply the networking rules. When due to a failed shutdown of network elements or failed restart attempt, the VPC fails to restart, the restart_required column in vpc table is marked as true.
