There is new/upcoming feature to allow users to delete volumes/disks when 
destroying a VM:

The reason we don't do that now is to allow users to recover the VMs if they 
want to.

Hello folks,

It seems when destroy and expunge a VM, cloudstack does not delete its
image from primary storage. What could be the reason?
