You are (ab)using it "incorrectly" and perhaps haven't read enough documentation.
PVLANs are only supported with Shared Network, and only secondary type of Community and Promiscuous PVLANs. Not sure if SGs are allowed in that kind of setup. Check the upstream documentation on GitHub, there is a PR for PVLANs specify that explains things properly.
