So I dropped the CloudStack database and re-created it using the /usr/bin/cloudstack-setup-databases tool: /usr/bin/cloudstack-setup-databases cloudstack:#########@localhost --deploy-as=root:######### And, *at least initially*, this seems to have repaired the situation.
