fcd is not specific to vVols, it is related to vSAN, but we made a generic 
solution to support on all datastore types.
fcd folder would have created on datastores if folder is not found, after CS is 
upgraded and started the management server.

Cristian, as Andrija suggested, can you please log a bug explaining your 
primary storages and did you observe any errors in logs during start of MS 
specifically during ModifyStoragePoolCommand in the logs.

This sounds like a bug in 4.15 upgrade process, assuming Cristian is NOT
using vVols (which were not even supported pre-4.15)
