Logan, the correct place to search for help is here on ML, not on GitHub - the GH is meant for bug/issue reports, not for general help - people will generally help here on mailing list.
That being said, you are mentioning Ubuntu crashing (not ACS issue) and not being able to connect from the KVM host to CloudStack management server on port 8250 (with nc /telnet) - I appreciate you will agree that this is not directly CloudStack related - and indicates some issues with, potentially, underlying hypervisor (hyper-v) and networking - unless the mgmt server is not running, which would explain the kvm "nc" not being able to connect to port 8250. I would advise that you make sure any kind of firewall is disabled (iptables, firewall) after every step (cloudstack-setup-management will, afaik, try to add some rules to firewall, etc) - make sure you have NO firewall in between - to ensure no cut in communication. Unless you are proficient with Hyper-V, I would stay away from it, as I don't know anyone (in the community) having a similar setup / using Hyper-V, so not many people can help.
