Realistically only 3 options all of which would need to be tested for stability.
1. For existing Block SAN devices, use a clustered file system. For most Linux distributions this means OCFS2 but be warned, stability and updates will vary based on distribution used. It does however still get some attention from the Linux community which means it is slowly improving. Windows Server has Clustered Shared Volumes built in which works exceptionally well for Hyper-V if you can get CloudStack operating with Hyper-V 2. Put some NFS servers in front of the Block Storage SAN. E.g. 2x NFS servers in failover that talk to the SAN directly and then the NFS servers present that as a share to CloudStack. 3. Write a driver for CloudStack to interact with your SAN directly and possibly have volumes direct mount maybe???
