Hi,

It is not a problem for public cloud providers based on Apache Cloudstack.

The VM console is provided by the Console Proxy VM (CPVM) in CloudStack.
you need to assign a Public IP to it (or port forwarding, etc) or access
the console from the same private network as CPVM.
