Indeed, you need to reinstall without Security Groups if you want VPC.
Depending on what features you are after Security Groups can be
sufficient, so do weigh your options.
The other features you are talking about are not in Cloudstack right
now.

In this document, it is mentioned that in future releases, support for
SG in Isolated networks will be added as well as a feature support in
VPC networks. Are the two features actually planned for future
releases? Otherwise the only way to make isolated networks and VPC
work on my zone is to reinstall the whole Zone and disabling Security
Groups.
