Hi Gary,

Currently there is no way to set an anti-host affinity group for RVR.

However, cloudstack tries multiple times to start the (two) RVRs on
different hosts as much as possible.

step 1: start 2nd VR in different pod as 1st VR
step 2: start 2nd VR in different cluster as 1st VR
step 3: start 2nd VR in different storage pool and host as 1st VR
step 4: start 2nd VR in different host as 1st VR
step 5: no avoid resources
