Networking can get tricky, especially if you want to be too smart about it, it will bite back.

Anyway, VNC port 5900, is that even listening on the hypervisor, what is ss/netstat saying?

Try to find an existing port to test against. If that fails check/disable the firewall on the hypervisor or on any firewall device between management server and hypervisor.
