with the following assumptions for your environment: - the new IP range is in a new network created - new users are part of separate account
You can make only the new network available for the new-users account so during instance creation they cannot choose any of the already existing ones. One way this can be achieved is through creating a subdomain in your domain which owns the new-user-network and in that will be the domain that the new-user account will be a part of.
