We did not have any issue adding our Ubuntu22 KVM hosts to cloudstack. Are you able to reinstall the host and try a fresh installation? As far as I understand you are using certificates to connect the management server and the hosts? Did you try to use Authentication Method when adding a new host and use username and password?
