To migrate the system VMs to another storage, you'll need to stop them
and then use the "Migrate system VM to another primary storage" option
on the UI; or use the MigrateSystemVM API passing a new storage for its
volume in the storageid parameter.
To make all the new system VMs start on a given storage, the easiest
solution is to add a tag to your desired storage, and add the same tag
to the system VMs' compute offerings.
