Thanks for the advice.

physical host
CPU speed = 2.4Ghz

virtual machine
CPU speed = 1Ghz

cluster setting
cpu.overprovisioning.factor=2

I looked at the configuration of the physical host experiencing the problem 
(/etc/libvirt/qemu.conf), but there were no valid settings related to cgroups.
