Thanks Jimmy I figured it out - turns out the VM was built from an ISO in the original tenant. It allowed me to move the VM to the built in admin tenant - but I still couldn't move it to any other account/domain. Once I had put the 'public' flag on the ISO the VM was built from I could then assign the VM to another account

Not sure if it was changed in 4.19.1 already but last time I had that it was the template they didn’t have access to, but I couldn’t find anything in the logs as to where it said that.
