If you're interested in translating ACS or improving the translation,
you should create a PR translating the
https://github.com/apache/cloudstack/blob/main/ui/public/locales/en.json
file in a new file inside locales (like
https://github.com/apache/cloudstack/blame/main/ui/public/locales/pl.json).
We already have a bunch of languages, but some of them are not fully
translated. I'm not sure what further changes must be made to create a
new language translation (that is, for languages that are not already
represented in the locales directory), but I'm sure that if you create a
PR someone from the community will help :)
