If the VM was created before the VPC then it's default gateway isn't on the VPC 
VR, there's no way for a dNAT to work in that way.
A VM can only have a dNAT (or any other network services) on its primary 
network.

Found the problem and I don't know if anyone would want to fix it.

If the VPC is created after the VM is created, the VM will remain invisible to 
the VPC.
