Thank you. Indeed I forgot, I set it to true in zone during creation. Setting it to false made VMs to use shared storage. Also I had to re-create my isolated network offering, specifying my new VR offering. The field is marked as required, so I can't keep it empty to use global settings, and occasionally its overrides global. After creating VR offering and recreating network with updated network offering I managed to get 4 cores in my VRs.
