start more VMs

I cleaned the env completely and restarted network to get fresh VRs with the 
patch.
I'm going to repeat the test from scratch to check numbers.
As to source NAT, maybe it's really not important. But what is important for us 
is static nat failures. Unfortunately it's the way jcloud jenkins plugin works. 
It starts VM, and enables public IP with static NAT.
After some first 20 it started failing as before, and jcloud plugin just 
removes VMs, e.g.
