The secondary storage needs seeding and as you state this environment is not connected to the internet you need to do it by hand. (see https://docs.cloudstack.apache.org/en/4.20.0.0/installguide/management-server/index.html#prepare-the-system-vm-template) but as you state you use 4.20 , this should not be a problem. Can you check the mount (`:/export/temp-gpu-02` ?) for contents? And also check if that url for the NFS is correct? it looks strange.
