The root admin can modify the tags of > service/disk offerings created by the Domain Admin. yes by design, only the root admin can access the physical resources (host, storage, vlan, etc), therefore these resources and their tags (host tags, storage tags, physical network tags, vlan ids, etc) can only be set by root admin.
