This is a known issue , currently a PR out to fix it in the upcoming release

As a workaround can you move the host into an existing cluster (or a new 
cluster) and retry

Subject: listing VMware vCenter VMs fails - standalone host not supported
Hi,

I have a cloudstack deployment with advanced networking and shared network. I 
am able to create a test VM and access it from outside the cloudstack 
environment. Running cloudstack 4.20. I am now tying to import a vCenter VM 
into cloudstack but keep getting this error - standalone hosts not supported. 
But the host is connected to vCenter it is not standalone. vCenter 7.0, Esxi 
6.7u3. what is the issue here?
