retention not working
**Environment**
• ACS version: 4.20.1
• Hypervisor: KVM
**Issue**
When creating a daily recurring snapshot for a volume with keep set to 7, the
retention policy is not applied. Instead, snapshots keep being created until
the maximum snapshots per account limit is reached, as if the keep parameter is
being ignored.
