That is normal behavior and not exclusive to Cloudstack. Cloudstack
doesn't go into the OS to resize the volume that the OS sees. This is
also not exclusive to Windows - Linux has the exact same behavior. In
Windows, you will need to use the DiskManager to expand the partition
to fill the disk drive and that will resize the OS partition/file
system accordingly.
