It depends, but generally that's true - instance snapshots are kept on the 
hypervisor and/or on the instance's disks and not extracted/copied to secondary 
storage like volume snapshots. This is because instance snapshots may have 
snapshot memory/RAM and not just the disk(s) state(s). I don't remember on top 
of my head what the behaviour was for XS/XCP, but you can do experiments to 
find that our using XenCenter/XCP-center.

Quick clarification question.

It’s my understanding that instance snapshots are kept on the hypervisor, 
whereas volume snapshots are copied to secondary storage. Am I correct, or is 
the instance snapshots also stored on secondary storage?

I know on KVM there are storage-based instance snapshots, but we use XCP.
