I've done some more research.
In none of the VPC or Guest Network configurations I can find do I get the 
correct userdata, as the DNS always points to an external server.
I then created new VPC and Guest Network offerings, using the Config-Drive 
option for userdata.
The article "Using ConfigDrive for Metadata, Userdata and Password" ( see 
https://cwiki.apache.org/confluence/display/CLOUDSTACK/Using+ConfigDrive+for+Metadata%2C+Userdata+and+Password#:~:text=CLOUDSTACK%2D9813%20%2D%20(),%2Dkeys)%20and%20password%20files)
 specifically mentions compatibility with OpenStack and hardcodes the name to 
config-2.
Is there a way to change the name?
As described in the Talos 
[documentation](https://docs.siderolabs.com/talos/v1.11/platform-specific-installations/cloud-platforms/nocloud#cdrom/usb),
 the name cidata/CIDATA is expected.
So, unfortunately, config-2 doesn't work for configdrive in this context.
