Issue on Windows Server 2025 with VirtIO NIC

We resolved this issue without making any changes to the CloudStack global 
settings. Our current global configurations are as follows:

Network Offerings: 200 Mbps (cloud.network_offerings)
System VM Service Offerings: 200 Mbps (cloud.service_offering)

This means all customers receive a maximum bandwidth of 200 Mbps by default. 
For customers who require higher bandwidth, we create a custom Compute Offering 
with a network throughput of 2000 Mbps and also create a NIC(Network Offering) 
with a 2000 Mbps throughput.

On Linux VMs, the higher bandwidth works correctly as long as the VM is 
deployed using the custom Compute Offering. However, on Windows Server 2025, it 
works only when both the custom Compute Offering and the custom NIC(Network 
Offering) are applied.
