The System VMs should be able to connect to the management server on TCP/8250, 
which could be tested. If it can connect, the agent status will become up. 
View '/var/log/cloud/cloud.log' in the SystemVMs to see why it can't connect. 
Try telnet to the management server IP on port 8250 from the System VMs. 
Check if the SystemVMs are connecting to the correct IP address; if it's not 
correct, update the global settings configuration 'host' to the correct value.
