I see. I also tried to add another primary shared storage pool and disabled the other and reboots still happened. Possibly this is a different bug, since shouldn't heartbeat write to the new storage pool? ..and also - previously the cluster had no shared storage - apparently additional configuration is needed to get it back to that state.
