As stated in the initial text, HA enabled is set to true. As far as I understand from the documentation, as there is no IPMI the VM's won't migrate to the other node if the host goes down due to the uncertainty about the VM state on the other node. But, I would expect that if the node is up and answering through the Cloudstack Agent but the VM isn't running, it should restart it as it knows the state of the host and the VM.
