It seems , while the storage was unavailable the upgrade tried to install a new version of the systemvm template and restart the systemvms. I’d say the best option is to re-seed the template using the cloud-install-sys-tmplt script. I am not sure but re-installing the management server package might also work (waranty till the end of the sentence).
