During my testing, this was happening when jdbc driver was set to mariadb. Switching to mysql driver for jdbc fixes the issue. I have fixed it for both of the jdbc drivers in the PR: https://github.com/apache/cloudstack/pull/12713 which is merged. Closing this discussion.
