I see the certificate sudo commands in secure.log, same as on 9,
but on 10 for some reason fail to create
/etc/cloudstack/agent/cloud.key
and the import of course will fail
In secure.log I see the row with certificate import and variuos
arguiemnts including the cloud.key content
sudo[4459]: root : PWD=/root ; USER=root ;
COMMAND=/usr/share/cloudstack-common/scripts/util/keystore-cert-import
but on 10 it seems to fail to creat ethe cloud.key file.
the smoke test you are referrirg runs with auth.strictness?

As I remember, the error messages you shared are misleading and can be
ignored, the actual root cause likely lies elsewhere.
It would be helpful to review the logs in
/var/log/cloudstack/agent/setup.log as well as the management server logs
for further investigation.
